| The kiira can meld into the wearer's forehead as typical of an elven Tel'Kiira. The kiira can be displayed on the wearer's forehead at will, but such displays are considered in very poor taste, except in the most personal and formal settings. The kiira also appears after the death of its wearer.

| The wearer can ''Alter Self'' at will as per the spell. The wearer can change size up to 50%. If the form assumed includes gills, then the wearer can breathe under water for the duration of the altered form. A form with wings can fly at 1/3rd the speed with a lose of 2 maneuverability classes.

Kiira Creation
Following practices to create kiira for the Draconic progenitors of the House of Khilat, this Kiira was created with a modified High Magic ritual of Lalyshae’Seldar’Wihylos (Sacraments of Seldarine Blessing). The master crafted gem was bathed in Draconic Moonfire. The complete ritual produced a kiira with powers that included a blank Selu'Kiira, a thaelkiira, shape alteration and heritage detection.
After the initial ritual, Ary'a'sum used a wish to enhance the mantle to allow each owner to add a unique power. Adding a power to the mantle results in the permanent loss of one hit point.
Sultaasarn used a wish to bind the gem to the Khilat Moonblade Teuvel'Khilat.
